Si Stebbins is a deck ordering. http://members.aol.com/MagicDan/docs/si_stebbins.html tells you how to do it. Once you do what it says, you have to shift things around to where the AC is on top. Then put the JA53 and JB54 on top of it. Then perform solitaire and solve...

What does the translation mean?

I thought the same awhile back. I tried running various anagrams of "earthly materials" and nothing struck me too much as being important, ie. none resulted in just numbers (three and thirty were the only numbers I even identified in it). The only thing I could possibly see in that is maybe "tin" = "ten" but knowing the number 10 doesn't help you very much and I'm about 95% sure that's a false lead.

As another note: Manganese is the 25th element (reverse 52) in the periodic table and Tellurium is the 52nd element. The name Tellurium stems from roots meaning earth and ground so it's definitely an earthly material... I doubt any of that leads anywhere either though.
