Unless I'm not understanding what this means from the limited information, in my experience this is NOT normally done. They arent selling generic Ceretin. They are Illegally selling a controlled substance. Actual Ceretin. (tho it's may actually be some other thing entirely, like 80% calcium and red dye #5.) It is, in any event, not the licensed generic stuff.
So like, i was trying to fFigure out the price of actual Ceretin. The website is a pretty obvious (and amusing) parody of "Generic Viagra" sites. so i was wondering. the prices they list here, at cheapceretin.com, are those likely to be actually half of the original price of actual ceretin? I dont know how that sort of thing tends to compare, 'legit' vs 'cheap'.

That's right: the implication is two - fold:
1. That the 'cheap ceretin' site is peddling off excess supplies of industrially manufactured Ceretin, either with or without the connivance of Cognivia itself.
2. That Cognivia are willing to grant licences to certain independent manufacturers to create Ceretin on their own behalf.
Whether any of this is technically 'illegal' from Cognivia's perspective is interesting - it all appears to be tacitly sanctioned, so it's not a 'black market' as such, but it's still pretty suspicious...and probably morally suspect...

scrolling banner The scrolling banner on top of the cheapceretin page seems to miss a beat. I see, "smarter, more attractive, more alert. Study harder, work easier, use your brain to win. Buy now to save on delivery." Then is skips rather quickly to the beginning again.
Anyone care to take a closer look at it, just in case there's something hidden there?

I see what you mean, but there's nothing there. The last fFrame of the animation says "in to win. Buy now to save on delivery." then it snaps immediately back to the beginning with "Be smarter, more attractive, more alert. " nothing in between.
good eye, though. Actually I sort of half hoped it would have one fFrame saying something like "Be productive, avoid accidents, take 4 red pills."

OMGWTFBBQ... yeah I think you pretty much got the joke. Basically just another humorous (?) extension of "OMG". The 4ourty2wo guys used it in the post-ILB chat to explain the difference between the premises of the Beast and ilovebees.
I'm paraphrasing, but I believe they wrote:
In the Beast, the answer was "OMGWTFBBQ, I'm a XENOBOTANIST!!!"
In this game, we wanted to make the answer "OMGWTFBBQ, I live in TOPEKA!!!" - a bit more far-reaching and inclusive
