Just offhand, PCBC's login doesn't appear to need a key to log in. Therefore, I smell we can get inside here once we get a username and password.
But, this is odd, in the other hand. Why would a place that almost requires so much security have a "convienent" keyless entry system? Even the darn Sentinel needs a key to authorize subscriptions and retrieve news. This is a bank, and yet you don't need a key to log in? I understand that you may have to go through voice and fingerprint and retina scans... but still... there's no key... that just bothers me.
If I was a Perplex City resident who used PCBC, I'd be wondering about my lecks.

Maybe they have an alternate method of authentication because they do not like/trust keys or are worried about viruses. Maybe they are trying to be like the old-school Swiss bank accounts where you only need a couple pieces of fairly anonymous and non-electronic information, without having to provide a million forms of ID. You know, "deposit a million dollars in this anonymous Swiss acount; here's the account number" sort of stuff.

i tried logging in on a random name and access code but a dialog box came up and said

Nope--like the student library search, this seems to be (at the present time) hard-coded to always return failure.

I haven't even had time to read any of the new websites aside from just glancing at them, but I stumbled across this in the news section of PCBC:
