Neither part of the message is properly formatted for PGP... You can search for a PGP key online and see how they differ.

i also thought it might be pgp first... but a string of letters A-Z is no pgp key... they mix in other characters quite a lot more...
another thought is that this is not ascii... but that A=1 B=2...
...?

I keep trying to get up to speed here, and I have emailed caretakerSPLAT blackvault.com, but I get no replies.
Am I missing a step?

I don't think so. Could just be that there is a window of a few days for each message. You should get the next set when it goes out.
Looks like Timing may be very important. And watching. Need to learn where all the pices are on the board and keep track of them. Never know when one of them might be able to make a pin.
