[OC][UPDATE/PUZZLE]Orbital Colony Launch - ARGFest Puzzle

I think the topic has been archived, so I can't post there - please move this at your leisure.

There was an Orbicon 0% interest credit card ad in my ARGFest welcome envelope - "Send your credit into outer space", call today to request your Platinum Orbicard (though no phone # is shown). I believe a number of people got this.

Anyway, on the back is the following fine print, in which is the puzzle:

CreativeEmbassy and I started working on different portions of this and found that if you

ROT-4 the paired numbers backwards (ignoring the initial decimal-y bits like 5. and 0.) and then translate to letters
it reads, with my punctuation added:

This led us to hunt and find (with Hojo's keyboard tickling) to the following in-game site:

www.orbicon.net
redirecting to www.orbiconcorp.com

And we already knew about www.orbitalcolony.com

FWIW, I used the "Contact Us" on that website to mail the administrator with a message to relay Steve if not to give me his direct contact e-mail address with enough references to the puzzle/answer that Steve would know I intercepted Seth's message, apparently.

Also there is a "NAME THAT ROCK" competition - which optional information includes AIM/YIM/MSN names...aswell as address.

If you believe everything you read (I know _I_ do!) then in the news section, the Name That Rock competition details will be revealed soon. That implies to me that we should possibly not be trying to name a rock without knowing about or seeing the rock first, heh.

Anyone else noticed the blinking red light on the black underside of the shuttle cockpit? Seperate GIF according to the source, but not clickable. Likely not entirely useless, maybe it'll be a link later on?

Yeah, yeah, but there's nothin else to talk about.

So the Steve mentioned in the message is presumably Steven Mae mentioned on the website?

Quick question...is Orbital Colony a sequal to something? Or am I thinking of a different game...Anyways, I'm in on this one!

Also, there's a page called 'Investor Relations' and they mention something about a newsletter. Anybody found that?
