What the momo is saying, boiled down to the bare essentials;

"Hey Guys we have a lot of spys out there, your phones and computers may be tapped, they may have bugs planted, and or other spy gear (directional microphones etc) that can intercept the normal lines of communication. Time to ENCRYPT everything."

[SPEC:] DARPA would be very interested in SPECTRUM. Imagine being able to go back and assasinate Castro as a child, put President Kenedy in an armored car, ground all flights in America on September 11 th, get Princess Diana a taxi cab. It could also mean removing people like Ghandi, Mohammed, Schindler, Gorbachev; all depending on which group controls the technology, and what they felt needed to happen.
Small changes in technology can also make a big difference. Allied Helicopters in Germany during WWII gave the allied forces to small advantage they needed in that theater. Imagine introducing transistor technology into one Country's arsenal 10, 20 or 30 years before it is discovered, allowing one side to have much lighter, smaller, and more accurate equipment. How would it have changed the balance of power, what would it have done to the cold war?

In a question: How can you decide? Who lives, who dies, who gets new technology sooner… Who gets the reins of Power?

Regarding ECHELON, the following may be of interest:

just a thought

Maybe we are going about this from the wrong angle. In my becoming more useful and more famous convo's with Reggie, he told me the government is not swayed by any color or piece. In other words, he says the government is a seperate entity. If this is true, perhaps the memo is saying we can ask someone in the government intelligence for a clue to work out this puzzle. The second Pad challange isn't just to define if we can be trusted, but who we can trust as well.

My talks with Reggie make me think it may just be a puzzle. He has said that Caretaker dosen't want him (Reggie) helping us with the puzzle, and that he hasn't figured it out himself yet either.

eh, at least PAD isn't a backwards square root of 64.... Rolling Eyes

Is it safe to say that red knight used to work at the cia? He said that he used to have a lot more power. The note that was given to meg with the '29' on it was also cia letterhead.

Or, he still does work at the CIA, and he just can't act as overtly as he once did...

Hmmm... Possible, but we don't have anything concrete to base that on unless he lets something slip. He could just as easily work for the NSA, or be a rougue ECHELON agent, that does not like what his superiors are up to.
