Ah well, I don't have any leads either. I thought maybe it was an indicator to apply the "xlikecautiondothtmlbackwards x" clue to "Federal Anti-Criminal Activity Bureau", but I haven't turned anything up right away...

 		Actually, MS Paint is quite adequate for this task (so yay, something image-y that *I* can do!)

First though, the "split" image isn't just the old image with strips moved around. Either the "split" image, or the "original" provided by Kevin is actually a reconstruction. But that's probably not important.

In order to realign the strips, I moved them by:
+5, 0, +19, -10, +15, -4, +20, -18

If we map this onto the alphabet with a=0, then it spells "fatqpwui". Maybe I got the signs the wrong way around? Then it'd be "vahklegs". Or if I ignore the signs completely: "fatkpeus". None of this makes sense. Well, no-one said that a=0, but since the relative values are good, a quick ROT should turn up something if it's there. But I only saw garbage, both forwards and backwards.

Anyone got a next step?

 		Solved (maybe, seemed too easy though):

If you break the red areas down into six-by-six pixel blocks, there are eight lines of blocks. Their widths are 38, 38, 10, 28, 22, 36, 2 and 8 blocks, from top to bottom. Because they're all even, and centered, I had a hunch that we should divide by two. This gives us 19, 19, 5, 14, 11, 18, 1, and 4. If a=1, this spells "ssenkrad", or "darkness" backwards. What that's good for is anyone's guess. It doesn't seem to fit into the James site anywhere...

 		Purely by coincidence, I found this page. The "1795" woman on our picture could be a preliminary sketch or gravure line art of the woman on the right side of the first image on that page. I'm sure it's totally irrelevant, though.
