Maybe there is a mobile phonenumber in it. I don't no what the format is for UK mobile numbers. In the Netherlands it starts with 06 followed by another 8 numbers.

Download file 1 Download file 1 is encrypted by using ROT-21.
Spoiler (Rollover to View):
ITC Encryption policy. For general documents we use Caeser ROT-5, everyone except for the lowest saints can recognise it and decode accordingly, but as things get more and more advanced we step up the encryption. We do often use vignere with the code being transmitted by mouth rather than written down. However there is more than one way to hide a meaning. Sometimes we don't use cryptography, sometimes things are hidden in plain sight. If you decode something and it doesn't sound quite right, do not despair. To throw people off we do sometimes not use conventional phrases. Its another catch to keep our secrets from falling into the wrong hand.

Lucky posted a zip file that the police made with info about Marks crimescene, but they password protected it "They obviously want to stall us from finding out."

from the chatroom, the numbers was solved!
by taking the number, and pairing the digits and then counting to the number of letters

update there seems to have been a bugger up in their coding. The plan was to take the decoded txt above as the code for a vignere for the image code. However there seemed to be an error and they leapt in to change it.
So then we got the phrase:
