Well a Caesar Cipher needs a key (though most people just guess since its only one letter) Perhaps that is what the raised card is suggesting

That thing poking in the bottom right looks like the handle of a magnifying glass. The lense is the circle around the bobby.

The problem with The Aquapolis site is that it's ALL Flash. Someone at the Matrix Reloaded has done a bit of decompiling, so I'l see if those are available. I'm thinking the same thing, however - we haven't spent nearly enough time on the Aquapolis. Don't forget the sea-theme that's going on with the Merovingian (who looks strangely like Stone Jeffreys and Phillip Gairden, if you ask me).

After some fiddling with the brightness of the picture, it starts to look 3 dimensional, like a clock or scales or something.
I reduced the size to cut down the "distraction" of the Urchin overlay.
What do you think?
And with the "Handle" in the bottom right it could be something on a pole

Spooky image You blanked out the best part of the picture....
Maybe it's just way too late at night, and I'm seeing things that aren't there, like Beth... but I just noticed that there's a very spooky image to the right of the policeman, within that picture. You don't notice it at first, because you're looking at him... but, look at it carefully - see something like a skeletal figure, kind of ghost-like? Almost like a wraith or something - a mouth, two eyes, a nose. Maybe even a crown on top - RedQueen??
Might be time to go to bed now....
Oh, and I ignored that phone number in the comments, because it didn't have the 350 or 202 prefix, as all the other numbers do. I"ll bet someone set up their own voicemail box with K7 to get his kicks....

Sorry, I shouldn't have been so flippant. I'm going with the Mac file icon for now (does that have a magnifying glass in the corner? That could be the pole we see.)
But, do you see the face that I was referring to? It's so clear to me know, it's hard to focus on the policeman. Probably just a trick of the eyes.

Ah, thanks. I don't have XP, so that's helpful to look at. I'd say yes, they used that and superimposed an outline of it on the image. Now, the question is, why?
