It's easy to break with a key, which is extractable from the grid at the bottom:

The key therefore is "betalevel". The rest is easy, but very annoying so I used this tool to break it. That actually figures out the cipher without even knowing the key in about 3 seconds, woo!

Here's the plaintext ('x's are removed, modifications in []):

Does this mean Belton's self is still working for VL and there is now Meghin Svensenki in her "shell"? Or is it a communication from the past and they had to get rid of her, completely?
