Actually, I wouldnt be too surprised if it turned out something like the paris binary puzzle. At least it has the same format where it breaks up into groups of 16. I can't work on it now, but I would suspect that you would have to find the decimal value of each group and go from there.

Here's what I get:

Yes, its 16 bit binary, the beginning 75 characters seem to just be the code characters in order (maybe something else?) The rest is the following:

It has been concluded that the test subject Belton is a critical failure. Analysis of hybridization between the test subject and the unknown entity (possibly entities) reveals corruption of divisibility on all levels. After extensive attempts at salvaging the subject without reward, recommended course of action is destruction of the subject to be included with other evidence, as transported to the Tokyo facilities for final sample retention and subject documentation.
