the serial number on the dollar bill is REALLY clear, perhaps that's the key?
only numbers 1-5 too

There is also a visible serial number on the dollar bill inside the hat:
E31576800 (if I'm reading it right)
Maybe it's a key of some sort for the code in the note.

the first several numbers decode to CORK CNTY. The rest appears to be more coded stuff. Perhaps Cork County is a clue to our keyword?

I'm out of the loop of the solve here, but could this be a direction cipher with the 5 representing "stay"?
Is there a body of work in grid form somewhere?

The 5, 6, and 9 lines have an odd number of items so pairs don't seem to work.

You're right b/c the last line is also odd... it does look like it could just be wrapped on the image (wish they'd used a fixed size font )

It's a simple substitution cipher with each pair of numbers being a letter.
