We determined that it was spanish and that ZZ PP was EE UU (Spanish abbrev. for USA), FJ was "la", ZF was "el", and CZ was "de".

It's possible that K=J instead of X, but it makes little difference.

per?io = perDio (lost)
not sure about "o?resquemos", working on it

Edit: enPrentar or enFrentar, not sure but the meaning is that.
re-edit: let's try a translation.

Sympathizes with Germany, evasive in facing the USA for us. Does not commit to an alliance with germany until the revolution is victorious. Certain to get convinced since we [ofresquemos: maybe there's some mistake here? In that case this coud be "since we offer"?] to regain the territory he lost in new mexico, texas and arizona.

sounds like the zimmermann telegram

from wikipedia:
The Zimmermann Telegram was a telegram dispatched by the Foreign Secretary of the German Empire, Arthur Zimmermann, on January 16, 1917, to the German ambassador in Mexico, Heinrich von Eckardt, at the height of World War I. It instructed the ambassador to approach the Mexican government with a proposal to form an alliance against the United States. It was intercepted and decoded by the British and its contents hastened the entry of the United States into World War I.

"We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor in spite of this to keep the United States of America neutral. In the event of this not succeeding, we make Mexico a proposal or alliance on the following basis: make war together, make peace together, generous financial support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you. You will inform the President of the above most secretly as soon as the outbreak of war with the United States of America is certain and add the suggestion that he should, on his own initiative, invite Japan to immediate adherence and at the same time mediate between Japan and ourselves. Please call the President's attention to the fact that the ruthless employment of our submarines now offers the prospect of compelling England in a few months to make peace." Signed, ZIMMERMANN.

this would be correctly concurrent with pershing's expedition to mexico, but well after october 1914...

however, it would explain the bit about spying for the Germans...
