Quick answer - Roger says that we SHOULD NOT try to get Rojas into the building he said that the fire is too dangerous. If the youth is to get out he must do it on his own.

Can Matt get cell signal down there in the basement?

If so, can Lucy try to get back to him somehow? Did she maybe get his number? Can she *69 him? Can Rojas try to call Lucy?

Maybe he can hide in a dumpster just outside the delivery area, until Rojas can come by and pick him up.

More details:
I was trying to get Roger to get Rojas to go in the building an try to get Viet out of the freezer. Roger said that "no one is going into that building". And said that Matt would have to get out on his own.

Roger was very careful to say that he had the greatest respect for the LAPD, saying that HE GREW UP IN LA. But despite this, he thought it would be better if the youth were to come in contact with the FBI first, rather than going directly to the LAPD.
