This may take a while to get converted. There's LOTS of background noise and I swear the guy transmitting is having a sezure.

I'm going through it slowed down to 30 percent. Working on the theory that maybe dots don't a pause after em? This one is TOUGH.
Edit: Also looking for information on just tapping morse, but I can find NOTHING.

since we're hearing the guy keying rather than the actual code (hence the waves and seagulls), you hear the key go down and up again for each dot and dash. brief pauses between letters.
hence the first few letters seem to be
Code:
- --- .--- -... . -. .--- .- -- .. -.
or

thanks! to be fair, Ranger D presumably already knew all that; i was just trying to clarify for the previous poster. i'm not fluent in CW (ham for Morse) so if i were you i'd be counting on HitsHerMark's Daddy to get this one figured out...

Perhaps. I tried to decode, and got "SECRET AREA TO" in there. I gave up though, and gained some of my sanity back.

Re: [PUZZLE] Morse Code SECRETARY OF STATE makes more sense, since Judah P. Benjamin was, historically, Secretary of State for the Confederacy.

I can't read this because it's not on/off tone Morse. It sounds like American Morse, sent with an old fashioned telegraph.
Unfortunately, Daddy was not able to assist in this one... Though knowing him, he may come to me in a few days with a translation because he's a ham geek like that.. (While we geek out over different things, I inherit my "geek streak" from Dad. There's a funny story involving me playing StarCraft in the same room he was in and the Terran Communications Tower... But I'll stop jacking this thread.)

Well, I lost the work I had done last night, so I'm starting over from scratch.
Code:
- --- .--- -... . -. .--- .- -- .. -. --..-- ... . -.-. .-. . - .- .-. -.-- --- ..-. ... - .- - . .-.-.- .--. . .-. -.-- --- ..- .-. ..- -. ..-. ...- -.-- -.-- ..- -- -- ..-. --- --..-- .... .- ...- . .. .-- .. --.- .-- .-. ..-. - . -... .... ...- --. -... . .-- .-.. -. .... .-- ... .... -. ... -- -. - .-. -- --..-- .-- -- --.. .-.. -. .. -- .- . ...- .--. .--. -.. - ..- ...- .--. --..-- - --- - .- -.- . --.- --.. -- - ..- .--- . ... ...- --.- ..- --- ..-. ..-. -.. .... --. -... -... --- -- -.-- .-- --.. --.. -. .-. - .. ... ..-. --. -- ...- -.-. .-- --- .--- .-- .- .. - .. -. --. .. -. -. --.. -.. ...- -.-. ..- ...- .- --- .. .. .-.-.- .-- .. .-.. .-.. .. --.. ..-. .. ..-. --- .-. ... -- ...- -. -. .--- ...- .-- .--. .- -. -.. .-- --. ..-. -. -.-. ..-. --.- --- .- . .. ...- .-.-.-
Which translates into:

TOJBENJAMIN, SECRETARYOFSTATE. PERYOURUNFVYYUMMFO, HAVEIWIQWRFTEBHVGBEWLNHWSHNSMNTRM, WMZLNIMAEVPPDTUVP, TOTAKEQZMTUJESVQUOFFDHGBBOMYWZZNRTISFGMVCWOJWAITINGINNZDVCUVAOII. WILLIZFIFORSMVNNJVWPANDWGFNCFQOAEIV.
My guess is that I am either missing something, using the wrong wireless code, or transcribed some things wrong (there are many things which were longer than a dot but shorter than a dash). There are some peculiarities in the way it is tapped out (for example, the commas are done as -- ..-- instead of --..--). I would suggest that people listen to the slowed down file above while following along with what I posted to see if I made any mistakes.

I now think that it probably switches forms throughout the code, from Navy, American, etc. We can see several phrases and words that work out in ahecht's translation (several of which, I have bolded), but there's more jibberish than sensical wording. I am pretty positive that it isnt coded, for it's a very complex and long excerpt, and don't think the PM's would be that... mean.
I think that UNFVYYUMMFO is supposed to be 'Information', as that word really completes the thought.
