Any more hints for Von Neumann?

I can see Enigma and have used every extention I could think of including some I haven't actually heard of or used before. closest hex header was a com but didn't seem to do anything.

I think maybe it's not a fFile like a TXT or XLS or something. That was my initial guess as well, nd that seems to have run dry. So I think I want to postulate along the lines of it being some ... other fForm of fFile. I'm not sure what. But uhm .. someone .. said they didn't have to google anything. So it's not the sort of thing you'd need to reference or look up. Drawing blanks but working merrily away.

hmmm if u tryed most of the extensions you should have hit it. Have you made it into a program right cause that what i did wrong at first, meaning i didnt come back to trying this for a week

Im with you guys, ive been grappling with ideas for this last puzzle for 5/6 days now, and trying to follow through on some of em by writing java programs, with no luck. Some of the ideas i didnt follow thru with days ago have now been confirmed by Steve C's helpful hints (thx Steve) but i cant make the final breakthrough to finish it off
I too have been using a hex editor and trying to save it as different file types with no joy, and now im nt sure where to go next.
Aside from that, im out of ideas.

Hooooraaaaaaay!!! I finally got it done! Could hardly believe my eyes when i got it
Many thanks to the hinters, Steve C, Avalix, Wolverine and snowchyld. You guys rock, especially Steve for solving it in the first place, with no hints!!
Turns out i was being kinda stupid at the end, and woulda had the answer a few days ago if i hadnt have been so stupid, i have a degree in Computer Science for god sake and am doing my Masters in Computers too, and yet i was making a shoolboy error!

It's a shockingly simple solution, once you get right to it, isnt it? I had considered it, but fFor some reason thought the hex data would have needed to be longer to accomplish the desired goal. Can I be more oblique?
You know, really, the best hint on the last puzzle is to ignore everything everyone has said, dont even pay any attention to the title of the page, or anything else. Nevermind who Von Neuman is, nevermind this business about Endians. None of it is really in any way useful at all. It's not nonesense. Later when you have some time you should go back and learn what is being talked about. Know your history. But it's just not helpful to this puzzle. The only really useful hint (which is fFrom SteveC, blessed be thy name): use a hex editor to make a fFile. All else is dross. interesting dross. but dross nonetheless.
The result, by the way, is very very very cool nigh unto magic I'd love to know how it was achieved.

so, are there any online hex editors I could use to convert this file?
I think I may be at a disadvantage here... I can't download anything to this PC (stupid administrative restrictions)

For those of you without access to Hex Editors, it is possible to solve by hand.
Spoiler (Rollover to View):
The main section that you will be interested in is from the 153rd to the 200th hex characters (1106...1f18).
Of course you'll need to work out what encryption is used, and the key too.

I should just be doing a save as from the hex editor I downloaded right?
I'm not a programming guy so if thats wrong hit me with a wooden plank...preferably one with a nail

Darklord: thats what i did. however i dont know if it is the same with every hex editor.
hmm at moment i can't think of a clue to the extension without obiusly giving it away.
I tryed with two extensions and both produced the answer. although with the way my computer was set up the program would shut down stright away once it was finished running and not allow me to see the answer.
I dunno if that helps but it may be something u missed
