There's still something I'm not sure of. What was Seth originally investigating? He came to the station BEFORE Steven went missing, indeed Steven requested he come. Stevie described him as "uncle Seth", but mentioned that he "didn't look much like daddy".

So what was the original investigation?

We don't know what the original investigation was. The only thing we know is this. Seth must have been coming to help with that but Steven turned up missing instead.
