This is what I have pieced together so far:

There is still a bit missing in the middle, but the content seems pretty clear. Not a lot of information, which makes me wonder why Seth would keep such a close eye on the letter.

AmberJoy just sudggested in chat that maybe the letter itself contains a coded message.
Everyone thank Amber and Lisa by the way... since Seth seems currently unwilling to chat with us, and they are the only ones with "children"... we'd be lost without them. We'd have no contact with the station!

Stevie's blog updated on the 10th, and included was a picture of the middle part of the letter.

There's nothing obvious jumping out at me from that text, except that the general message from the text could be read as "come look for me, there are only so many places they can stash me away!".
I've tried puzzling with the upper case letters, but there are too many I's in there to make something out of at first sight, I also tried counting words (every fifth, tenth, third, etc.), which didn't produce anything yet. There are some sentences in there that seem akwakrd or could have been phrased in a different way, which might suggest there are some words that were forced in there to form part of a message (help, back (twice), etc.).

Yay, maybe not a codded message but a clue about where he is hidding?
I'm not sure but something in the letter makes me think Steven knew he was going to hide by the time Seth arrived...

I agree that this looks very promising, but one problem:

The C-O-O-L-I-N-G is correct, but 21-5-13-20 decodes to U-E-M-T. Maybe that's supposed to be VENT?

And perhaps to beat someone else, the transcription of the letter a few posts up is slightly incorrect: that second to last sentence is missing the word "too", so it should have a count of 14. That's that N!
So the last word should in fact read
