Got to thinking. Unless we're getting only half of the coordinates per ribbon (And forgive/correct me if I've missed any posts where the 2nd half of the numbers are included), maybe there is something else about them that completes the clue.
My ribbon is 37 inches long, which if added to the latitude and longitude values as "seconds", puts me on the beach instead of in the city.
Are all ribbons 37 inches long?
Also My ribbon is white with violet stripes which could be a clue.
For instance, the numeric values for those colors from the standard resistor color codes are:
7 for violet
9 for white
Any other ideas?

I doubt the colors are a clue, because that's just randomly chosen by Stevie and she has no idea what all this means.
Edit: Sorry, got it all wrong before.
But still: I think you were right with N instead of S, because Indiana is definitely the hot zone for that cache which is confirmed, because it has been found exactly there.
@Tom or somebody else in Bristol
If you are not already completely fed up with the cache-hunting and you go out there again to look for itr, perhaps you should go to those coordinates however unlikely it seems. How could Steven make a big mistake like that? There's something we are not seeing here and maybe it's really lying around in a bush in front of someone's home, as odd as it might seem.
But then again, mixing up N and S is bad enough...

Nice thought. Only I wouldn't be using inches, surely Stevie would be using the metric system (like the rest of the world apart from the US).
Also, why would stevie need to double-encode the messages?
Is there a colour code to the hair ties? mine was pink....
My ribbon is 56 3/4 inches long. Or, 1.44 metres

@Rogi. Your theory about the ribbon lenght sounded good.
My ribbon was the Milwaukee one and it is 53inches. I checked it and it didn't match the location but i did have a bit of trouble with it so if anyone wants to double check. Please do.

As for the color codes.
IF there is one, and IF it's resistors, they are:
0=Black
1=Blown
2=Red
3=Orange
4=Yellow
5=Green
6=Blue
7=Violet
8=Gray
9=White
So, mine would be:

The pic I posted is the spot AFTER I adjusted the seconds.
Without that, it's quite a ways out of the park.
EDIT:
Anywhere on the earth, one degree of latitude = 1.15 statute miles
Longitude is calculated based on the latitude using the formula:
COS(LAT*PI()/180 ) * 1.15
("1.15" for Statute Miles "1" for Nautical Miles)
Where "LAT" is the value of latitude in degrees.
So, from the ribbons alone, Indiana is only accurate to within a total distance of 2.3 miles Latitude and 1.72 miles Longitude.
Milwaukee is within 1.68 miles Longitude (Using either Tallerbird or Caspian's Ribbons)
Bristol is within 1.44 miles
Melbourne is within 1.82 miles.

What's the exact location (incl. seconds) for the caches that have already been found ? This way we could test the color code theory to see if they add up to the required numbers.

Clever thinking! I don't think either of the US "treasure hunters" had GPS equipment on them (?), but can we reconstruct it in any accurate way?

Well... I'd say Google Earth, but just checked the "Known-Good" coordinates for my house from my GPS against it.
Those numbers, in Google, are 100 yards east and about 1/3 mile north of the actual coordinates.
