I am no good at vignere by hand, but if I'm doing this right then Vignere makes no sense. You get stuff like this in the key:
Original: O eoth yhk'ee nthu ir oonh. Ts't tgy uept awrh iasole.
Key: F **** znj** **** ** **** kya *** **** **** *****
Translation: I **** you'** **** ** ****. It's *** **** **** *****
Can anyone confirm that I'm not making a stupid mistake?

Interesting.
Anybody else feel like that Triforce is being pushed on us just a tad?
And what of this white fence business?
It mentioned the planet closest to the Sun (Mercury), but that doesn't work as a key or anything.

There's green smudging on that image. Above the name 'Commander E Wiggin'. It seemed odd that the image was so big, unless we were meant to find the smudge.

Hmm, seeing the triforce then really got my hopes up, before I remembered that we had identified what this was a trailhead for. Oh how I wish this was a Legend of Zelda ARG. Maybe one day.

Heh. Well. Looks to me like our friend John Peterson has been rubber stamped.
The green is faint and broken, but it looks in its B&W form that it says 'approved'. Despite Wiggin's concerns regarding him not being ready. Did John do anything similar to 'the last ashcroft kid like him'? Is that why he's hiding out in Japan?

OK. I could be wrong. But the word jumped out at me when I looked at your black and white conversion and it WOULD make sense.
Let me show you why I thought that. Compare the attached image to the black and white version above.

Also, there is a almost imperceptably different colored white around the green, apparently in an attempt to cover it up. It extends quite a bit below the bottom of the green, so perhaps it's covering more than we think.

My guess (and I DO mean GUESS) is this is a riddle. The answers are the key to the substitution.
I have tried these:
The picket fence is far from white=black
Has a bloody battle been here?=Tarawa (the bloodiest battle in US Marine history)
Perhaps on the planet closest to the sun?=Mercury
I tried them together and in sequence but nothing came out.
My instinct tells me therein lies the key though.

I agree that the code and the riddle have something to do with each other.
A few random thoughts:
For some reason I always assumed "The picket fence is far from white" to mean that it was stained red by the "bloody battle". I don't know why.
Mercury is also a liquid metal used in thermometers. For some reason I think that might have something to do with something.
The alliterations in the riddle are also bugging me. "fence is far from", "bloody battle been", "perhaps on the planet". It gives the riddle a wierd feeling, like it's a bit forced. It's not natural sounding.
If anyone can make any sense out of any of that they're my hero.

I was thinking more along the lines of that referring to the fact that the paper was far from white, and the "blood" was the (probably red) "APPROVED" stamp.
