This may be true, but we know very little about Perplex City history. The Perplexian's have always been reluctant to discuss their past. Scarlett herself said this week:

What I am saying is, events of the past may affect today's actions/customs. What if something happened all those years ago that warrants police carrying guns around all the time? We cannot assume that Frye and her collegues were prepared for combat.

For example, even since the terrorist attacks in London, our police are seen wandering around with large guns an awful lot more.

I don't think we can deduce that the PCPD are constantly armed to the teeth based on this incident. It's clearly a major raid, related to the biggest crime perpetrated in recent history - the level of force might be exceptional, but then so are the circumstances. There's nothing about the story which suggests it would be out of place in the UK or the US.

Agreed. The initial theft of the Cube included the death of a security guard so I cannot see the police taking any chances. (My initial comment wasn't supposed to spark off a debate about guns so apologies for that...)
