 		There are many things it could be. A little more information about the context and any other possible things involved (such as maybe if there is a key) would be necessary in certain types of ciphers. Plus you have the fact it may have multiple ciphers on it, but those normally tend to have a certain look to them. Any extra info you can give will only make it easier for others to attempt to help.

While I'm not much at the cypher-solves, allow me to give you some insight into the posting process for "grouping-sensitive data".

If you use the "code" function, you can enter text, and it will come up exactly as typed.

so, as an example, I will reformat your cypher:

If it is a rail fence cipher type, then the last three would be xxx or just placeholdiers...

 		Something that struck me is the abundance of vowels, which is very strange considereing there are only 5 or 6 vowels of the 26 letters in the alphabet.

This would mean - to my opinion - that it is not a Viginere, since that would give an approximately random distribution.
