That is surely a reference to what Enoch is trying to do - shine a little light on the shenanigans in Push and see if something doesn't curl up and die as a result.

Certainly, and of course the obvious was the only two things in life one must do... However, the question is: What 'vibe' did the tat artist get from Jim to cause him to ink him up with that particular saying?

Perhaps I should be trouted for this, but I recall Sunny Dupree saying that on the television as Prufrock was entering the sheriff's department in BLACK BOX.
