I think guy has nailed it on the head here, there probably isn't anyone to go see, so why design the network in the first place? So far Scarlett has just mentioned empty buildings on her travels, and the occasional mountain that may or may not walk out into the road and block their way!
I guess if the military are the only one's with accurate maps then there could be all sorts of "area 51" type places across the continent, hidden from view. Claire could literally be anywhere!
So working on the information we have at the moment, for all we know there could be a few more cities out there, that even the perplexians don't know about, inhabited.

Out of interest, has anyone actually just asked one of our contacts in Pereplex City to just send us a map of their planet? Surely this wouldn't be too out of place as they are trying to engage our curiosity in general for finding the cube?

I was just thinking the same thing about MC's reaction. Hehe.
Three possibilities:
1. They'll tell us to forget it.
2. They'll pull something together.
3. They already have something together, and they wonder why we haven't asked for it before.
So why not?

Personally, I'm enjoying the image of MC staff running around like chickens with their heads cut off trying to create a world-view map of the Perplexian planet.

Actually there's a 4th:
4. They'll ignore the request
To make it harder to ignore we could ALL email Kurt requesting a map of the planet

And then, just when Kurt's getting ready to send us a super duper 3D holographic globe of Perplex World, a 3P agent comes in and kills him...along with anyone else from Perplex City who we ask to send a pictoral representation of their world. And thusly, MC will teach us to think twice before asking for maps.
Just kidding, I like the idea. Although somehow I get the feeling Kurt will respond with something along the lines of, "Nobody ventures outside of Perplex City so nobody really knows or cares what the rest of our world looks like. Now stop asking these ridiculous questions and help me before Helena Frye kills me."

I don't really see how they would know what the Perplexian planet looks like. They might have a very old-style map, but not a modern one(considering that Perplex City doesn't want to acknowledge what the world outside is like now that they have evapourated everyone else). From what we know, Scarlet is the first person in ages to really start exploring (judging from her reactions to what she is seeing). They marvel at our planes, so they probably haven't seen it from the sky on a grand scale. They must have some method of flight however, as card #80 Cruel and Unusual says

As has been stated before, they definitely have the power of flight. They just don't have our commercial flight infrastructure. The whole idea that they "marvel at our planes" seems to have become somewhat of a myth that won't die

When Scarlet was first planning her trip to Viendenbourg she mentioned that the current highly-detailed maps of the area didn't have it on there. That would lead me to believe that they definitely have the capability to produce maps of at least the greater perplex-city area and probably the entire continent at the very least.

To me, that would indicate that the military is the only entity dealing with flight. This would also indicate that they are the only ones doing aerial photgraphing and mapping, which would make it incredibly easy for them to 'remove' Viendenbourg from the pics and maps.

That wouldn't be that suprising, the military always tend to do the technologically good stuff first. The second world war improved our understanding of flight by about 70 years....told you war was good.
