I have wasted my time on this...why don't you...

So i was in the middle of doing my Mathematics homework when this came to me...Well not this exactly - but the idea behind this Code came to me...and i wanted to post it here and see how easy/hard it would be for people to work out...now to put it in an ARG type situation - you recieve a piece of paper with the following on and the Map below.
