The covenant dont just attack single cities, they attack entire planets, the prophet of regret just happened to land in new mombassa.

Someone mentioned on here that it doesn't make sense for alarms to go for such a small fleet. Well, considering that ANY covenant ship means they know where Earth is, and 15 Covenant vessels, including two command carriers, are quite capable of breaking through the defensive line and attacking Earth, as was apparent in the game.

As for why Seraphs were visible from the States, it's entirely possible that they were in a dogfight against some Longswords. In the confusion of battle, you can move pretty far off course.



Also, Durga is not Cortana. The artifact likely wasn't how the Covenant found Earth, having already massed a force in First Strike to move in on Earth to find the Ark. Chances are they found something that directed them to it, like that star map they found on that one planet in Fall of Reach. The artifact was nothing more than a bonus.

We only ever saw Regret's ship leave the system. For all we know, the rest of his ships stayed to fight at Earth, before being supplemented by reinforcements.
