Just finally solved it (with a little help!), and I can confirm it is not to do with St. Louis!
However this might help:
Spoiler (Rollover to View):
We were looking at too many circles. Going out in there are 6 cirlces, followed by 1 split into 3, followed by 1 split into 10 and finally 1 split into 4.

So, Hendo-
Spoiler (Rollover to View):
Is this more of a concept than a physical location?
I think I have it, but I'm still locked out for a little more. Oddly enough, it couldn't have been ANY further from what I was thinking earlier today.

Do the circles represent letters then?

If it's what I think it is... not in any way I can think of.
EDIT:
Spoiler (Rollover to View):
I can't think of any conceivable way these could represent letters. One of the clues above helped immensely, and just made that light go on.
In other news... what a fitting answer.

Here is a clue:
There are actually 9 different colours!
If that doesn't help. Clue 2:
Spoiler (Rollover to View):
9 circles
Last clue (This will make it very easy - warning attempt clue 2 first!!!)
Spoiler (Rollover to View):
Carnal and Lustful

And I had to lock myself out about 10 minutes ago.....a very nice card!
I really had a snowball's chance of a top ten spot!
Spoiler (Rollover to View):
Although, if you take the first 3 numbers of rings, and do a ROT2 (shift the letters you get up by 2 ie. A becomes C), you get the first 3 letters of the answer!

Oh, there's nothing good about coming in the "top 11"
So close to my first top-ten... If only I'd got online a bit sooner. And, funnily enough, it was one of the first throughts I had when I looked at the card but I dismissed it for having no logic behind it, if only I'd worked out
Spoiler (Rollover to View):
how many circles there actually were and how many rings they were divided into - it really helps if you know about this particular concept
So thanks for the help guys

Gah! And to think I spent two hours last night researching 'colour theory' and the heraldic significance of circles etc. Humpf.

I considered this, but rejected because it only involves 9 rings. Not like this puzzle.

Warning: major spoiler - do not read if you want to solve this yourself!
Spoiler (Rollover to View):
Well, I'm reading this at the moment so I can categorically state that there are 23 Rings which correspond exactly with the way in which the card has been drawn. The nine Circles have numerous subdivisions. After entering into the Vestibule of the Indecisive (which isn't a complete ring) the order is as follows:
1. Limbo
2. Incontinence: The Lustful
3. Incontinence: The Gluttonous
4. Incontinence: The Hoarders and the Spendthrifts
5. Incontinence: The Wrathful
6. The Heretics
7. Violence: The River Phlegethon: The Violent Against their Neighbours
8. Violence: The Wood of Suicides: The Violent Against Self
9. Violence: The Burning Sand: The Violent Against God and Nature
10. Malabolgia or Fraud Simple: Panderers and Seducers
11. Malabolgia or Fraud Simple: Flatterers
12. Malabolgia or Fraud Simple: Simoniacs
13. Malabolgia or Fraud Simple: Sorcerers
14. Malabolgia or Fraud Simple: Barrators
15. Malabolgia or Fraud Simple: Hypocrites
16. Malabolgia or Fraud Simple: Thieves
17. Malabolgia or Fraud Simple: Deceivers
18. Malabolgia or Fraud Simple: Sowers of Discord
19. Malabolgia or Fraud Simple: Falsifiers
20. Cocytus or Fraud Complex: Caina: Traitors to Their Kindred
21. Cocytus or Fraud Complex: Antenora: Traitors to Their Country
22. Cocytus or Fraud Complex: Ptolomaea: Traitors to Their Guests
23. Cocytus or Fraud Complex: Judecca: Traitors to Their Lords
So there (being a bit childish because it's my favourite card )

Well, then I still have no idea what I'm looking at. At least this isn't one of those slap-my-forehead puzzles!
