Just finally solved it (with a little help!), and I can confirm it is not to do with St. Louis!

However this might help:

We were looking at too many circles. Going out in there are 6 cirlces, followed by 1 split into 3, followed by 1 split into 10 and finally 1 split into 4.

If it's what I think it is... not in any way I can think of.

I can't think of any conceivable way these could represent letters. One of the clues above helped immensely, and just made that light go on.

In other news... what a fitting answer.

And I had to lock myself out about 10 minutes ago.....a very nice card!

I really had a snowball's chance of a top ten spot!

Although, if you take the first 3 numbers of rings, and do a ROT2 (shift the letters you get up by 2 ie. A becomes C), you get the first 3 letters of the answer!

Oh, there's nothing good about coming in the "top 11" Crying or Very sad

So close to my first top-ten... If only I'd got online a bit sooner. And, funnily enough, it was one of the first throughts I had when I looked at the card but I dismissed it for having no logic behind it, if only I'd worked out

Well, I'm reading this at the moment so I can categorically state that there are 23 Rings which correspond exactly with the way in which the card has been drawn. The nine Circles have numerous subdivisions. After entering into the Vestibule of the Indecisive (which isn't a complete ring) the order is as follows:

2. Incontinence: The Lustful
3. Incontinence: The Gluttonous
4. Incontinence: The Hoarders and the Spendthrifts
5. Incontinence: The Wrathful

7. Violence: The River Phlegethon: The Violent Against their Neighbours
