Kasiski test gives a keyword of 13.

Split into one column of 13 letters/row should give 13 monoalphabetic sequences giving plain text from top to bottom after deciphering.
look at the coincidental 4graphs, trigraphs and digraphs in rows 2 - 5

cut and paste these into notepad and you'll see the columns.

Have tried numerous variants of 4 ,3 letter words, but always seem to end up with a Q and no U.

Am getting stuck or too bogged down on 1 theory?

As per the hint in the update. I tried going backwards. Got 41 coincidences vs 30 the normal direction.

here you can see them (the coincidences:digraphs/trigraphs) highlighted in pretty colors.

This might seem really dumb, but...any chance the keyword is "LandaLan?" Or, some 13-letter variation, such as "landalandalan" or "landalanlanda."

I mean, it is right there in the page title, and the page titles have helped us out a time or two before.

well here's what we know, hint or not:

* Remember to stay focused. (backwards)
* 13 horns ben
- horns ben / rot-13 = ubeaf ort

* ubeafort seems to indicate a beaufort cipher, but interesting differences are:
- the break of 5 and 3 letters
- the U is out of place

It is a Beaufort cipher with a key length 13. The keyword is backwords, as well as the ciphertext.
The keyword is cigolonhcetla ->or al technologic. I'm not sure why/what the LA/AL at the end/begining is for.
At any rate the cipher text translates to the lyrics of the Daft Punk song 'Technologic'

The next page that this leads to is tests/technologic.html

Phone number

This could be nothing, but I noticed if you take 13 horns beg and convert it to numbers on the phone keypad, you'll get enough numbers to form a phone number.

1346 767 894

But from there, it's anyone's guess how to rework them. I tried taking the 866 out and compressing the rest, but that number turns out to be a fax machine.

Of course, this could be completely wrong Smile

First, good work on the solve.
Second, just to satisfy my own desire for knowledge, can you briefly explain how you were able to figure out the key.
Third, just for clarity,

it appears that the key is "technological". You can then decode the ciphertext without reversing, and the lyrics will read in reverse. That helps to explain your LA/AL problem.

Perhaps we need to record the sound of the fax machine and look to the waveform for the solve?

and excellent catch on the phone number mongo (the number on revelation is actually 202 6575076, which is a valid number). The recording is a little hard to make out. Here's some of what I can make out:
