When I tried to post the scans, they were way too big. so thank you thebruce for the help. Very Happy

Here's a recap of the find. My husband and I drove back from Vancouver BC today and luckily got to Ladd Circle just after 5pm. Ladd Circle is like a small park in the middle of a neighborhood. We walked around the circle and searched in the bushes for several minutes with no luck, I was afraid someone else found them. We were just about to give up, but my husband went over to read a plaque about William Ladd and I found the envelope hidden behind the plaque.

I took a look at that redacted part to see if there was anything readable underneath, but there're no actual letters coming clear.

viewing the scanned (and edited btw) images won't reveal much. The contrast was boosted a lot to bring out the text, so any little variations in the blackout, if any were caught by the scanner at all, would now be lost.

Hopefully enaxor at some point will see what she can find as best she can with a close look...

I asked enaxor to send me the raw scans of the three sheets, and the text is visible given the right contrast enhancements. Here's what I make of it.

Quote:
We feel that the United Nations cannot be
given this level of control however. While the industry
does need control on this level it should rest with an
industry conglomorate, or an industry lobbying arm.

Thus, in completion, we do not intend to hand over
control to the United Nations, but instead to use it to
protect us from the United Nations.

Here's a link to the bottom paragraph image, unresized and with heightened contrast.

Thank you Weyrlady! I could make out United Nations, but that's about it. Very Happy

So mainly the main plot is now known :

The UN requested a shaddy group ( presumably Landa , for which we are working ) to take control over the internet from the United States of America ( this yields with the tunisia trailhead , where the WSIS was held last year and where the main fought was over ICANN and control of internet domains ) . The shaddy group though is planning not to hand over control to the UN but instead use it for their own profit .

At some moment we may be asked to spread the program that will help to shut down the isps ( virtually I suppose Razz ) , since from the letter it is already completed and the cameleon way to distribute it has been found .

ETA : btw , Black Bag Operations was coined to describe a practice used by the American FBI between 1942 and 1967 where FBI agents illegally entered the offices of targeted individuals and photographed information found in their records. Today it is used to describe any covert activity concerned with intelligence gathering, surveillance, or espionage. The phrase can be heard on the Watergate tapes.

Reference : http://blackbagops.com/
another reference : http://foia.fbi.gov/foiaindex/bboperations.htm

ETA 2 : the take over the internet is scheduled for january 1 , 2007

ETA 3 : I suppose there is no secret ink in the letters ! Very Happy

Did anyone send an email to John Q , the inside gamer ? I didn't see any comment on it and since he was the one to hide the enveloppe for us in Ladd Circle , maybe it's wise to inform him that we got it !

Well after seeing your post inquiring, I thought you were going to do it.. I mean, it never hurts to do it twice, if it was already done correct?

In any case, I sent one:
To: JohnQ <johnq@theinsidegamer.com>
From: Me
Subject: Ladd Circle Drop
----------
Just confirming with you that the drop was successful. We are in possession of the document.
