Minor thing - the message actually starts with "M --" (one of the other people who translated it included this, and then I looked at the waveforms to check). Strifey's translator presumably missed it off for some reason (that's software for you, I suppose). (Apparently you can represent a dash in Morse code, though not all the charts seem to list it.)

ETA: This looks automatically-keyed, and should've been easy to decode using software, but:
1) Silence isn't actually anywhere near zero, and this seems to upset some software (easily fixed with a high-pass filter, which also reveals a Windows "shutdown" sound a few seconds in Rolling Eyes

)
2) Every so often, the keyer stops briefly and the signal drops to zero (sometimes even in the middle of a dash), then shortly afterwards it resumes exactly where it left off (probably badly-written software or an overloaded system).
3) There are some typoes and miskeys - the message actually reads:

I can't remember it exactly, but I think when we were in the stairwell in Paris, you muted the mic as I said "Because he wanted me to help you, and I can't question a man who would launch the Mental Health Appeal... to save a loved one."

Say what you will about him now, his heart was once in the right place.

(The binary actually decodes to some hex, which then decodes to that.)

You're missing a zero at the start of the first line, but otherwise it checks out with the transcript over at TLEC (apart from some errors in that transcript...)

ETA: bassclef42 at TLEC solved it (apparently, it was scrambled in the same way as the last message).

Yay! There is movement in the game again! (Does that mean that the glyph hunt was act 2, and only now we're starting act 3? Will the ROTs come back? I miss those guys)
