I remembered that too! It's called Phantasm. There were a bunch of sequels if you want to spook yourself some more.

A google search of "we are your bad conscience", brings up hits for "We will not be silent. We are your bad conscience. The White Rose will not leave you in peace!", which is the motto of the White Rose resistance.

I don't understand why the doctor in the video insists that Buck is dangerous. Based on the diagnosis, I'd say if he is dangerous, it's only to himself.
