None of those.
Most people think the title of this movie was a reference to the other group of guys and their number, but it's really about the consequences or penalties for their actions. This movie was the launching point for several of it's actor's careers (Like the Godfather series). The underlying story is about two guys (childhood friends) who take very different paths and while both are decicated to their chosen lives, neither is completely comfortable with theirs.

I see ten guys and a casket -- does the body count as eleven?

I'll randomly guess "11 Harrowhouse" (1974) just because.

Ahhh. A young, drugged, Candace Bergen in a Lotus Esprit. That was a good heist flick and even closer on the year.
The Director of this film became known for a certain type of action scene in his movies, putting several of them at the top of the "best '?' scene in a movie" lists, out there.
There were technically four guys in the other group.
People always think there were more, though not as many as eleven.

So, we have these clues:
* movie title could be taken as referring to a group of four (or five or six, less than eleven), but
* the title really refers to an outcome (resulting from the actions of the pictured group or the "other" group?)

Something like "Four Horsemen of the Apocalypse" comes to mind, as being in the proper format, if not the correct movie.

I know it's not "With Six You Get Eggroll" ;)

Labfly's up!

It's really a good movie with a great car chase by Philip D'Antoni of Bullitt and The French Connection fame.
The Seven Ups are an elite group of NYC cops who go after criminals that, if caught, will be doing seven or more years hard time. But the better part of the movie is the blurring of the lines between good and bad as the two boyhood friends on opposite sides of the law both find themselves being less polar about the distinction.

If I could get 101 Dalmations out of my head, I might have a chance at guessing this one.

How about, Odd Man Out ?

edit: (another tiny hint - everyone has his reasons)
edit: the original negative was destroyed during World War II.

"The Rules of the Game" ?

edit: A search confirms that is, indeed, the title. And I'm fascinated by this film; one of the greatest films ever made (that I have yet to see). Thanks, labfly, for helping me find it. Smile
Here's another one that fits that category.
