[Puzzles] [Solved] Strange Symbols

We still have some puzzles that remain unsolved. Here are the two that are bugging me.

One is from Richie's blog.

The other is from Dr. Smith's blog.

On the first, the bottom part
On (3 7h353 4r3 73nd 3d 70,637 p4635. f4|1ur3|5pun|5h48138y70r7ur34ndd347h decodes to
Once these are tended to, get pages. Failure is punishable by torture and death.

On the second one we know that the numbers 73 83 32 84 72 69 decodes to IS THE.

If there are any more unsolved puzzles please post them here. And by all means if you solve them please post the solve here.
