I did some foot work for yah. I found a few words. I don't think this is the correct order. But I thought I would make it so you guys can move them around for yourselves. I am getting to tired right now to stare at this any more.

here is something i have been working on. it may be the right way and then it may be way off base.

I don't want to cause more confusion, so sorry if that happens, but maybe it will help one of you to see something.

In that same spirit (of "I hope this isn't just adding more confusion"), here's what I've been working on.

EDIT: I'm not particularly fond of this solution, but if you take "5 per" to mean "only use 5 squares per envelope," you can use five of the squares in the first envelope to arrive at the phrase "man of historical importance." (see attachment).
