Probably because it's something we need to solve to advance the game, and since no one has been successful at it (believing that they were) there has been no activity there. This has to be their way of saying, "C'mon, try again. You thought you had it and you don't."

The clue text looks a bit... odd. There are extra soft spaces and hard spaces (non-breaking space codes) inserted in various clues. Also, there is an extraneous word ('the' true). Finally, the clues were written such that asterisks appeared at the beginning or end of a clue, but nowhere else.
Regarding the content of the clues, it's interesting that all or almost all the clues have to do with truth.

i thought that too, but it is one of those words that can be spelt either way..however i think most people (at least in the US..) spell it enrollment.
i still wonder though - since it is a more unusual way to spell it if it means something.

Enrolment is pretty much the standard spelling in UK
The wording does seem pretty clumsy though, certainly not the kind of response you would expect to be sent to the applicant, but also badly worded for what it is actually saying.

"There have not been any successful student enrolment applications at S.R.I. so far" would be more succinct.

There is obviously something we are missing here I have re emailed the word ENRTE.
This across google seems to be an abbreviation of Enroute.
But I still think this is incorrect.
The wording of the reply is puzzling though

Has anyone attempted to send this to Eva? Ask her if she got the same response back or if she even took the test.
They have not recieved a successful application, maybe it wasn't the test but the questionare we fill out?
