"They also said that the horologists would be required to prevent another fatal accident," she added cryptically.

For once, I was silenced, slowly digesting this worrying development, but I was shortly interrupted by a cry of alarm from above.

Hint (requires no previous musical knowledge):

At 600 beats per minute drum rolls (the pairs of notes joined by an overhead 'bracket') will sound more like a single long buzz.

2nd Hint (partial spoiler, requires knowledge of basic musical notation):

This is a message in Morse. Rolls are dashes, single notes are dots. Ends of letters are marked by either the last note being a crotchet or minim (the note still counts as a dot or dash), or by use of a rest.


I haven't got the complete answer to this yet, so you might get there before me with these hints!

congrats!
I've had this card since the cards were first released and as I cannot read music even slightly, got absolutely nowhere, figured it was morse code but then got stuck as the duty of having a job took over!
