[GREY DISTRICT] Old Downtown- Printer [SOLVED]

New puzzle just showed up. There is an image and a video. Image is a photocopy of a letter with a big red "CLASSIFIED" stamp on it. Text as follows:

We let these skiver punks talk their trash, but this time they have crossed the line. Last night we found a series of posters were pasted to the side of the biz-plex down on 44th street. These weren't just your ordinary whining posters. These had some very dangerous confidential information right there for anyone to see! Names of people who don't want their names known. Those aren't the kind of people we want breathing down out[sic] backs, trust me. I don't know how the skivers got this info in the first place, but I'm fixing to track this thing all the way back to its source. Step one is to find out who printed those posters and put them up.

We know where this trash is coming from. Those bums have set up a printing facility in the abandoned Effort Seven housing complex in the Grey District. We were able to have one of our double agents shoot a little footage of this place. Not great quality, but at least we know what we are dealing with here. Lillian Erikson was pulled off the street right after we found the posters. That paint seems like a pretty damning indictment to me.

Think I've got the answer, but it's going to be fun figuring out the wording.

Manny Candalaria. He has "recreational substance" and pine tar residue on his clothes. In the video, you can see denatured alcohol and turpentine cans (turpentine is distilled pine tar resin.)
"Manny Candalaria" and "Turpentine and denatured alcohol" and "turpentine and alcohol" does not work.

Oh yeah, 475 credits a pop to answer.

There are also two... I dunno? Quarters? Two big white bottles about midway through the video. Could be bottles of pigment. One has a yellow line across it, the other has a red line across it. If they are pigments, those colors mix to produce orange paint. So it could be Keo. There is a lot of red yellow repeating through the video actually, and the document talks about "mixing paints" and such.

"Keo Franks" and "Red and Yellow Paint" does not work


Maybe there is more than one perpetrator?

I don't know about your other option, but Bishop asked me to send him corrections, and Theo replied telling me my info was correct.
