what is Collector's program, how do i get it

how do i get the collector's escape program. also, can someone give me a short briefing about what the 1= |_| C K is going on here?

this .mp3 file appears to be either a song that has some special meaning, or a collection of notes that contains a code. it has been recorded seemingly on tape, but includes a frequency that reminds me of the frequency felt if I block out all outside signals.
