[GREY DISTRICT] Shooting Transcript

I'm currently trying to uncover the identity of a shooter that killed a man named Broadland. The Unfortunately, the file is of such low quality that when I zoom in with my image viewer, the text becomes less readable rather than more readable and unfortunately, all I've been able to do to enhance the image is change the hue slightly and brighten it.

I've already entered the description of one person in the transcript. It has a description that meets every area needed to have a complete description of the shooter, but there's also ANOTHER description that may or may not meet every requirement for me to complete my mission. The requirements are gender, build, hair, and clothing. I can read most of it. However, again, I cannot read the whole transcript due to its low quality and my limit in knowledge of enhancing photographs.

The description so far is this: a female with [unreadable], long black hair, and a red jacket. The first letter of the world is most likely "F". The second I think is "i" but I can't be sure. The third seems to be "l", but again I can't tell if this is what the transcript says. The fourth seems to be "e", but then the word would spell "File", which to me makes no sense when describing a woman's build.

If a copy of the file is needed, I'll gladly supply it. I'll also supply the more readable, brightened copy of the file that I've created.

I've already wasted some 20~30 credits attempting to identify the shooter and having just started, my earned karma is slowly going down the toilet. Any help is much appreciated.
