The linking chains puzzle (or the buoy puzzle)

At the edge of west and east
The tangling chains unlock the beast

Each spoiler tag builds on the spoiler before it, progressively giving more away. The topmost spoilers are merely gentle nudges in the proper direction. The solution is at the bottom.
Spoiler (Rollover to View):
Layman translation of the clue:
Left to right
Intertwining the correct chains will give you the solution

Spoiler (Rollover to View):
What does that string of dashes remind you of?

Spoiler (Rollover to View):
Maybe two numbers connected by a chain? {We know, it's reaching}

If there is a dash under both numbers, what might the other dashes represent?

What are those lights in the distance?

Are you seeing a pattern in how many numbers are on each buoy?

 		Bouy Puzzle
Volvo redid this puzzle
When I first did this puzzle the 5 _ _ 1 had two faint dashes in between if you go back now and redo it it has been changed to the way it should have been. It now has a 5 _ 1, the right way.
