I'm just guessing that it has to be before 1935 when a law was passed that said gangsters could only be depicted "getting caught" in movies and the four in the foreground don't seem like Ness types to me.
Not sure when the law was changed, but it does show that government manipulation of information is nothing new.

Interesting, didn't know about that. But no, it's a good many years later than that.
The scene depicted is not one of the many for which the film is renowned.
I love the film, as do a great number of people. It always makes me laugh when I watch it.
