That telephone number belongs to domainsbyproxy.com I believe. Here's a website that shows it as an example:

I am unable to visit your link, the domains by proxy server appears to be spouting giberish to me, but based on googles cache (http://216.239.41.104/search?q=cache:A1upVQAphtwJ:www.domainsbyproxy.com/popup/whoisexample.aspx+&hl=en&ie=UTF-8&client=REAL-tb ) that number is different. The page may have been updated however.

Anywho.com reverse lookup of the number gives the following:

and then later on it has:

Warning! Probably useless comments coming up from a slowpoke:
- We have "John A. Baxter" in the picture on this geneological website for some Wisconsin town that appears to be pretty legit ... Reggie's real name is allegedly John Baxter ... so is this hidden reference to a (probably) not-in-game picture intended to be a hint/proof that Reggie's been in this system?
- If the John A. Baxter & family pictures are out-of-game, we should ignore the contact email that's listed on the rootsweb "family folk" index. Don't wanna annoy this poor person who's trying to research her family!
- FWIW, 1st Ave NE in Issaquah only goes as high as 999.
- Cypher-Systems' "About" page lists venture capital firms Michigan-Deerborn and Battery Ventures as its financial backers. These are real (i.e. not in-game) firms.
- "Auggie" is Cypher-Systems' employee program? Awfully cutesy for a security firm. Anyway no other comment except that I love the name "Auggie" and wonder what its derivation is.
That's all. Just vamping here, probably pointless stuff as most of my rambling is. I'm just so glad that the game is back on!

Could this be telling us that he lived in the past and was brought forward, in, like, a time machine?
Wouldn't that kind of thing tend to help someone go crazy? To be brought from a not-very-technological-age into our present time? Could this be telling us that someone has not only gone into the past, but they've brought someone back with them?
The argument against that would be that Reggie can use a computer, he knows about cars - he doesn't treat these things like they are oddities.
The argument FOR it would be that it would explain why he's not in the current-day system.
Prolly wild spec.

Okay, another interesting thing - if this web page is OOG, then why were most of the pictures added on the same day?
It looks like an OOG site but I have a strange feeling...

I thought it might be ingame too until I read this post from two years back, which pretty much proves it's legit.
But it's a freaky site though!! I hate looking at all those B&W pics.. it's got this scary eerie feel to it like you're watching the "Sixth Sense" or "The Others".. They even have Cemetery Headstone Photos !!! I just randomly clicked through and the first picture I got was an 8 week old girl's grave.. not something you want to be looking at after midnight..

Muffin, they were probably pictures the society had in storage or from a local historian that they day they set up the site they had most of the pictures. Now that others have seen the site they want to add the pictures from their family.
Another example would be vacation pictures. I put mine from Orlando all up on the same day; or family photos, they get a computer with the capability to scan everything in and get it all up on one day...
