Far as I can tell, this means that someone has registered the nru.us domain--the PMs took down the site and wiped the DNS entry, so it's up for grabs.

In-game, we can take this to mean that NRU is being built again; out-of-game, this means that the PMs have got their shit together and have another server up and running, or will soon.

 		The PMs never lost control over the domain, it would simply no longer point to a server. They still own the domain, according to GoDaddy.

 		What GoDaddy actually tells us is that the domain has been purchased but isn't linked to any server yet. The other in-game sites is still linked to a server which is down.

When the time comes the nru.us domain will be linked to a server and a page will appear.
