[Blue District]Puzzle: "Sign Language" [SOLVED]

Hi folks,
I was a minor beekeeper and just started lurking on DC, and I wanted to post the blue district being up, we've got our first puzzle too!

Last week we found an encoded note in our recyke bins, presumably addressed to an employee. We believe he or she may have been in contact with the Underground, and was willing to make some subversive signage for them. Unfortunately, the cipher used seems to have stumped the limited resources that Transcorp Security alloted to the case, they said something about archaic usage and standards, so we thought you agents might have a better chance. Help the Blue corps out by cracking this one would you? The message is old and the names used were most likely code-names, but if we were to know the contents of the message, we could track down the culprit and stop their next crime before it happens.

The encryption database has identified some of what the note says... apparently it is instructions for the recipient to post a number of signs around town. We think that no more than 3 different signs could have been made without anyone noticing. If we knew what they said, we could track down this Underground member in our midst.

this comes with an image, attached here. I'm not much of a puzzlehead, so I'm just putting this out there for folks to look at.

EDIT: so I've been looking this up some more, and they're british road signs, because they use the european sytem, but they reverse the sides for the right of way signs. I don't know if this helps at all, but it's a step. I'm working on getting all the signs translated. and written out

A couple possibilities off the top of my head
-semaphores, with the angles being flag positions
-first letter of the meaning of the signs
-cipher based on color/shape of signs
-DMV exam

I'd say the semaphore is unlikely, since we've got plenty of signs that don't really translate to two arms (a no u-turn sign for instance.) there are 31 distinct symbols on the page, and a lot of them show up only once. I'd say that the first letter meaning is a big possibility, but I can't find a listing yet that has all of the signs used. as for a DMV exam, maybe this is the first step for us being granted access to a 3d representation of the future! or not.... So far 2 people have solved it! I'll start looking to see what I can find. I know for sure it's European street signs... Maybe if we could figure out exactly what country they're for?

UPDATE!!! It's not exclusively UK, France, or Germany as far as I can tell. I'm going to bed and I'll try some more tomorrow.

I just received this puzzle too. The text says that their encryption database decrypted some of the message, and I have posted in the location forum requesting that partial decryption.

the puzzlemaker source claims it's been made by ELTNEG, which is GENTLE spelled backwards. if you add on an A to the beginning and an X to the end, you get AGENT LEX. Dontcha love the puzzlemaker signatures?)

I don't think this has any of the park signs; you know, the brown ones. other than that, this looks like a great resource Smile. Also, this puzzle has said that 2 agents solved it since the first time I saw it, so I don't neccesarily think that 2 people looked at it, immediately understood what it was, and solved it like that. but maybe they did, I dunno.

I can indeed confirm they're british signs.

I've decided to work on the assumption that it's a subcyphe with the spaces removed, and signs for letters, symbols and perhaps typesetting features. I think the lane sign is a punctuation mark, perhaps comma, and the

A list for you...

Here's what I have, using gord's resource. It lists all signs, 2nd+ appearances referred to the first. It also includes any guesses and suppositions I've come up with.
Edit it how you want, then re-upload it for us to see.

We've made headway!

I asked Quentin Smith for some help with this puzzle, and here's what he said:

I'm pretty convinced that the meanings of the individual signs aren't going to play a factor in decoding what the message actually is.

I'm a UK resident and have held my driving licence for nearly 16 years and can pretty much tell you exactly what all the signs mean, (Q & T are still iffy for reasons stated)

I've already suggested to a couple of people privately that the uncoded part, or instructions for the task, tells us what they have decoded and what they are looking for.

So with that in mind, I think the three answers are actually going to be city locations. Which in my mind makes the easiest way to solve this puzzle, plugging the locations into the lines


Finally had a few minutes to look at this puzzle, and got a few things.

31 different road signs are used, so it's not a straight Alphabetic substitution cipher, so it's either alpha-numeric, or the punctuation has been included, or a mix of both.
