They point to a location on 7th Avenure and 40th Street in NYC. I believe these coordinates refer to The Gunga Diner that Rorschach visits in chapter 5.
Good call on the coordinates by the way.

Edit: That first question mark... I have no idea what that is... the second one is really a question mark.
My third edit: The only thing it looks like it could be is a period, but the code is missing a "dah" ( a hyphen )
The question mark area, is literally an "end of message" signal.
I am back from a weekend away. I did receive two replies to my emails. Nothing that spectacular. To paraphrase, the first one I claimed to have studied and empathize with his philosophy. He replied that I am honest. The second, was about Weatherbee. I asked if this was a joke, and why he involved that fatso. He replied that "All will become clear soon". I can edit this to copy and paste if necessary, but I don't really see the point.

hmmm. Not sure why, but those names are anagrammed.
Dreiberg and Juspeczyk were the Night Owl II and Silk Spectre II respectively. Part of the Watchmen.

In the chapter that the clue refers to, the pages mirror eachother. That might explain the anagram... kinda... not really? whatever.
The site with the annotated Watchmen has a little map of the corner being referred to. It won't copy well, so check the site on chapter 5

Edit: It's not an anagram of any of the characters I know of, either.
