Question marks denote words I'm not sure about just a guess at the letters according to closest resemblance.

Thats what I can read of it.

Still better than it was.. they moved it slightly closer to the camera.

And zooming it in and cleaning it up just makes things worse its so pixelated you lose more than you gain. You cant even overlay multiple frames to create a semi-overexposed image because the size of the pixels will just give you blobs.

You're thinking of 1138, which crops up in pretty much all Lucas-affiliated stuff, originally from his film THX-1138.

I read the note on the left as "Why haven't you xxx xxx past?"

edit: "Why haven't you all xxx past?" (not so sure about "past," but feel good about the rest).
