Here is a basic cryptogram/substitution cipher tool that runs in your browser using Javascript:
http://stackoverflow.org/tools/cipher.php

Other Javascript-based translation programs on the same site include ROT-N, binary, BASE64, and Vigenere:

Anagrams:

There's also this one.. http://www.anagramgenius.com/server.html

...although it emails you the answer. The upside is I don't think there is a length limit that way. I know some of the others will only calculate up to 12 seconds.

They have a really nice program that you can buy too at http://www.anagramgenius.com. You can tell it to only give you grammatically correct sentences on a scale from 1 - 100%. You can also look through the words that the program finds that are anagramable and pick and choose which ones you definitely want to be included. Overall this is a good program if you are looking for some good solid sentence anagrams.

Unfortunately, it isn't cheap. The price tag is $49.95. I was too cheap to buy it after the free trial, but after finding out that CJ used this to create the final anagrams for the MS Hunt I'm considering buying it one day.

Another anagram tool someone mentioned over in the Perplex City discussion of "Shuffled":

Found this while playing Sammeeeees2. You can search for anagrammed words in several languages, including Latin.

Since I StumbledUpon it, I've found http://www.unscramble.net/ to be a decent resource. It only does one-word anagrams, but it's pretty fast, and it has a nifty crossword solver, too.
