Here's another possibility.
ROGER THE CLIPED CATCH EL anagrams to:
DECIPHER GATHER COLLECT
Don't know if that helps.
Everyone so far has gotten a posting from "Precog3".. what about Precog2 and Precog1?

Mine was from "Anonymous Coward" so I think they weren't logged in when they posted it.

so either they screwed up, or precog3 (vs precog2 and 1) isn't important.

Here's a thought. The message says the three precogs processed the information differently to come up with the sequence below. Could the "ROGER THE CLIPED" maybe be the message from precog one, "CATCH EL" be from precog two and the string of letters be from precog three? Maybe the first two are a clue as to the code used to decipher the third? I just figure there has to be a clue as to how to solve this, as it doesn't seem like there's enough vowels for it to be a pure anagram.
Thoughts?

Nice job Y2k.
The message is a title of an article linked here http://www.google.com/search?hl=en&ie=ISO-8859-1&q=origin+of+chaos+in+the+prometheus+pandora+system+&btnG=Google+Search
So are the authors perhaps the victim and/or the suspect?

I've had an email in response that contains the following.
Subject Chaos Introduction

Precrime has verified your message.
The precogs are having trouble with their information and visions. Below is a sequence obtained from Precog3. Please return meaning asap.
11 – 180 – 103 – 66 -, 131 – 108 – 86 – 118. – 176 – 82- 90
Precrime
I haven't as yet had a chance to work on it.

This is speculation;
Spoiler (Rollover to View):
Assuming that we all recieve the same email subject heading "Chaos Introduction", could the solve be found in the "Introduction" section of the paper refered to in the previous puzzle. found here http://arxiv.org/PS_cache/astro-ph/pdf/0307/0307259.pdf ?
That is;
11 = eleventh word in,
180 = 180th word etc?
I've started to play around with this but I'm unsure how to handle numbers, Brackets and the likes of "0.63 g cm-3"
You must admit, the paper is a very good read though.

More Spec
Spoiler (Rollover to View):
I got the same email with the same "Chaos Introduction" subject heading.
I have also been playing around with the Chaos article. I have tried counting letters as well as words, but like you I'm having trouble with brackets, numbers, and such. So far nothing that jumps out at me as an answer.

Counting everything with a space in between as a word including words in brackets, dates, and formulas. I get the following message from the Introduction section of the article.
The recent discrepancies reported changes the assumed predictions. Time is critical

I concur. I would have got there sooner if I hadn't miscounted at 13
