Okay, so how do we issue a gag order to any and all PMs? I'm so over people telling us who is working for what ARG.

IMHO (and it is indeed humble) any PM that wishes to 'out' themselves should feel free to do so. Knowing that NashCarey is heading up AWARE means very little to how I will play the game. Any PM that wants the curtain to remain closed will do that as well.
That being said, if anyone ever outed a PM that didn't want to be outed, well, that's a whole 'nuther story and something like that would probably lead to something bad.

Problem is, it's really hard to get people psyched about your ARG unless it's attached to a movie or a tv show. So if you are starting from scratch, and you have limited funds, you might be forced to out yourself or risk doing so to hype your project. So it's hard to blame PMs who do so.

Sorry to disagree (I am Canadian, so I'm sorry for everything that I do), an ARG's 'wanna-play-ability' does not hinge on whether or not it is tied to a new movie or TV show. The hype for an ARG can come entirely after the game is launched -- as it did for the Beast and, primarily, for Lockjaw. Yes, Lockjaw was known about for months before its launch date, but the actual game launched without many people knowing about it (unless you were actually paying attention to 45912). However, the PMs of these games believed highly in the Curtain Principle, and thusly, did not go to the outside world to pump up their endeavor.
I know that CTW, Acheron, AWARE and now Syzygy have all started a little differently, with registrations and pre-game stuff and what-not. I'm not discounting their methods of promotion. All I'm trying to convey is that an ARG does not have to hype itself. Rather, the strength of the game will often be enough hype to attract wide audiences, once the audience has a chance to see what the game is all about.
(FWIW - Both of the games I enjoyed very much, as well as one I had little chance to play, started out with a bang -- that is, with 4+ websites being discovered all at once, leaving the players with an onslaught of information to speculate from and a wide variety of puzzles to lend a hand to. Very successful strategy, IMHO)

I think what joe was trying to say is that informing people that your game exists can be problematic. Either you build the game around things people search for (metacortechs; or, for example, something like blueant.com from "Pattern Recognition" would probably be enough to start a game), or a PM has to come to a place like unFiction and announce it (the game, that is), in which case his/her identity is somewhat jeopardized. I realize that there are probably plenty of options in-between, but it seems that they would mostly revolve around somehow providing information to known ARGers. If one wants to "market" a game to the populace at large, the effects seem to depend on how hot the topic of the game is (read: how likely people would be to stumble upon the trailhead) - such as a hit movie, or book, etc.

Let me take this opportunity to point out another avenue of promotion:
Simple 'leaks' to the Unfiction or ARGN Rumors depts. can be very effective as well. Anonymous tipsters can add to the mystery of a game, if done effectively.

While we're blatantly self-promoting, deaddrop is happy to leak rumors, start rumors, or generally help out to get a game rolling

There is always the tried and true method of having someone "anonymously" coming forward and saying, "Hey, my friend found this website, I dunno what it's all about." That's how Plexata started. A variant of that was used in Lockjaw, "Hey, I'm writing something, check out my website!"

rumors? I so wasn't talking about PMs having to reveal themselves to get a game started. Anybody can create a persona and start a game by 'outing' him or her self. Then disappear.
I'm talking about PMs then coming into chat rooms and trying to help people solve puzzles. Or people who are writing for games telling folks they're writing for games.
Or all the PM chatter that just seems to become almost a constant drone. Once your game is discovered/launched, shut up already.
