hmm... the hidden statements dont really say much


On the contrary, it says a lot about the Forerunner. The Conservation Measure is referring to Onyx (or the Ark and reseeding). That's probably the name they gave the Halo/Onyx/Ark plan.

"Researching the adversary as we protect the worthy." This fits into the Halo concept of containing the Flood for research. The question that pops into my mind is:

Are the "worthy" Forerunner, or Human/etc.?

 		I still dont think it does. Weve known the Forerunner studied the Flood, and I just think the 'worthy' in their opinion is life itself, so basically researching the Flood while protecting life from it.
